Park Street Relief Haul Road Refusal

South Gloucestershire Council has confirmed the refusal of a Planning Application made in December 2021 by Spitfire Homes for a relief 'haul' road from France lane to the building site in order to alleviate heavy and frequent traffic movements through the Plain and down Park Street itself. The Parish Council reluctantly supported the Application with a split decision because of the inadequacy of the existing access.

The reasons given were:

1. The proposed development, due to the removal of hedgerow and potential loss of trees would increase exposure to the approved development of 21.no dwellings under P19/18707/RVC (formerly P19/4513/RM) and P19/0673/RVC(formerly PK18/1532/O) to an unacceptable level and therefore impact upon the
Cotswold AONB. The increase in built form and associated traffic movement from the haul road would contribute to an incongruous addition which also would harm the Cotswold AONB. The NPPF is clear that great weight should be given to the conservation and enhancement of landscape characteristics that form designated AONBs. The proposal would therefore be contrary to the NPPF as well as local policies CS1 of the South Gloucestershire Local Plan: Core Strategy (Adopted December 2013), and Policies PSP2 and PSP3 of the South Gloucestershire Local Plan: Policies, Sites and Places Plan (Adopted November 2017).

2. The proposed development, due to its siting and proximity to the property known as 'The Hawthorns', would result in unprecedented noise generation, to the detriment of the residential amenity of these occupants. The development is therefore contrary to policy PSP8 of the South Gloucestershire Local Plan: Policies, Sites and Places Plan (Adopted November 2017).
